Hello Asomerton, welcome to the forum
I don't think they make boots fit to snowboard for toddlers (but I am not really sure) - the closest resembling that I came across were Kamik snow boots for toddlers, but perhaps other members know better...

I prefer not to teach first day lesson people to ride on their heels in the begining. This is the standard A.A.S.I. certified method. This method will work at any resort with beginer runs at minimum.
I think the heelside position is much more difficult to do as fewer points on the feet can be used for balance and shock absorbtion. I like to take my students to a resort with the widest gentlest slope I can find so they will not be fighting the mountain to slow down way to often, tiring most people using the heelside manuever sooner. Most places can't do this and the student has to be more coordinated and in better shape to have a more enjoyable experience on the tougher to learn heelside.

Sking is more versatile when it comes to flat spots or uphill sections. Split boards negate this a little.
